Broad-based and community focused, Community Action Partnership of Strafford County is the sole provider in our county to offer a full suite of services that meet residents' basic needs while promoting self-sufficiency. In 2024, we served nearly 20,000 individuals - providing $14.5 million in goods and services. As we reach the halfway point of 2025, we find ourselves reflecting on these first few months - a whirlwind of challenges and change. Yet, through it all, we’ve found solace in our community rallying behind our work and recognizing just how much more lies ahead.
There’s a common misconception that our programs are fully funded through federal and state sources. While government funding accounts for approximately 80% of our budget, it comes with a critical catch: we must raise the remaining 20%—or risk losing those funds entirely. That’s nearly $3 million we must secure every year to maintain services that our community relies on. With looming cuts in federal support programs, we anticipate an even greater surge in demand. When individuals and families turn to us for help, we must be ready to Meet the Moment.
To honor our 60th Anniversary, we are launching a $60k for 60 Years Campaign for the month of June, and hope to raise $20,000 over the next 24 hours. We have already received a matching donation of $10,000, and so we turn to you - our generous donors - to help us raise the remaining $10,000 to support access to basic fundamental needs.
In a broad sense, our programs focus on three essential areas: Housing, Early Childcare and Education, and Food Insecurity. These are the building blocks of stability - and they are deeply interconnected. Without secure housing, holding a job becomes nearly impossible. Without affordable childcare, parents can’t work. And without income, families can’t afford food. Your gift today will help pay a security deposit for a new neighbor, provide nutritious meals for local children, or guarantee childcare so caregivers can maintain employment.

At Community Action Partnership of Strafford County (CAPSC), we strongly believe no one should go without having their basic needs met. CAPSC is a 501(c)(3) private, nonprofit organization established under the provisions of the Equal Opportunity Act of 1964. CAPSC has a long tradition of helping families become stronger, more financially stable, productive members of society though programs designed to have a measurable impact on the health and welfare of the community’s most vulnerable residents, specifically, children under the age of six, seniors, and those experiencing low-incomes.
Broad-based and community-focused, CAPSC is the sole provider in Strafford County to offer a full suite of services that meet residents’ basic needs while promoting self-sufficiency. The agency’s mission is to “educate, advocate, and assist people in Strafford County to meet their basic needs and promote self-sufficiency.” In accordance with its mission, CAPSC offers over 60 coordinated programs that serve the whole person or family and include nutrition, housing, fuel and electrical assistance, weatherization, parent and child education, child care, transportation, and employment and job training, all of which are locally defined, planned, and managed in partnership with community agencies.
For nearly 55 years, CAPSC has changed countless lives for the better and provided hundreds of millions of dollars in goods and services to the community. In 2018-2019, CAPSC served over 11,000 households and provided nearly $13.5 million in goods and services in Strafford County, thereby reducing the burden on other County and community services.
CAPSC’s vision is to eliminate poverty in Strafford County. Together, these programs provide a holistic approach to self-sufficiency, and offer clients the resources needed to move out of poverty and create a more independent and stable life for themselves and their children. As the uniquely qualified provider of all services that meet basic needs and by working with people experiencing low-incomes and collaborating with community partners across all sectors, CAPSC is successfully able to reduce the impact of poverty on at-risk children, working families, seniors, and the community at large.
